Aecon, Pomerleau, Stantec partnership to deliver Arctic Over-the-Horizon Radar project

TORONTO – A partnership between Aecon, Pomerleau and Stantec has executed an agreement with Defence Construction Canada to deliver the Arctic Over-the-Horizon Radar Program (A-OTHR) Stage 1 project that will be located in Ontario.

Essentially, the project involves providing long-range, early-warning radar coverage of the country’s northern regions.

Aecon and Pomerleau will provide construction services as a joint venture, and Stantec will undertake multidisciplinary project management and design services.

According to a release, the A-OTHR system is part of a federal investment implemented by Canada’s Department of National Defence to modernize North American Aerospace Defense Command (NORAD) infrastructure, which is a network of sensors, command centres and operational units that detect, validate and warn of aerospace and maritime threats.

The program will establish a long-range surveillance radar network to monitor Arctic routes to major North American population centres.

The project is being delivered under an Integrated Project Delivery model, where Defence Construction Canada serves as the project owner and an Aecon-led 50/50 joint venture between Aecon and Pomerleau is responsible for project delivery.

A validation phase will commence in the first quarter of 2026, the release notes. Upon validation and the completion of a design development phase, construction is expected to commence.
